There are a number of proposed quarries in Preston Beach, Myalup and Binningup, and there is a real concern about the environmental impact on the local flora and fauna, including Western Ring-Tailed possums and Carnaby's Cockatoos, as well as the Leschenault Estuary.

Right now, the EPA is assessing a proposed Quarry on Lot 4, Binningup which lies within sightlines and walking distance of local communities.

The proposed Extraction site of 26ha is located within the Yalgorup Plain on the Binningup town boundary, within 700m of the community centre and recreation areas.

Support the local Binningup community and send the EPA a clear message that there should be no more quarries in Binningup.

These proposed quarries will affect:

Endangered flora and fauna including Carnaby’s Cockatoo, Western Ringtail Possum, Phascogale, and Quendas
Inland Water - namely the Parkfield Drain, Yalgorup Wetlands System, and Leschenault Estuary
The Yalgorup Plain
Human health (through the dust emissions)

The proposed quarrying and processing of limestone, using crushing and screening machinery will be operating within 680m to residents homes and 300m to adjacent woodlands of remnant Tuart and Coastal Peppermint, habitat currently supporting Western Ringtail Possum with breeding size hollows for Carnaby’s Black Cockatoo.

Lot 4 is on the Parkfield Drain, which is managed under The Waterways Conservation Act, 1976, to protect Leschenault catchment from the degradation of surface water discharged into conservation wetlands and Leschenault Estuary. The proposed Quarry allows just 30m buffer to Parkfield Drain, leaving the potential for contaminated runoff into Leschenault Estuary.

This project will produce significant impacts to the environment and to human health. Please help us ask the EPA to reject the project.

Dear EPA Chairperson and Board,

I am writing to ask that you protect Binningup and the Yalgorup Plain.

The Lot 4 proposal for a quarry in Binningup should be rejected due to the unnecessarily high level of impact on:

Terrestrial Fauna – Herpetofauna, Western Ringtail Possum & Black Cockatoo habitat
Social Surrounds impacted by emissions, dust, noise, light spill, visual pollution 
Groundwater impacts (hydrology)
Regionally significant remnant vegetation and wetlands 
Sensitive Premises - Shire Heritage Listed Springhill Homestead
The downstream impact on the Parkfield Drain and Leschenault Estuary

Management and mitigation measures suggested by the proponent are inadequate to mitigate risk and will increase environmental harm and long-term impact if the quarry is approved.

The Excavated pit cannot be restored or rehabilitated, and soil and alluvial functions will be altered, which will have a significant consequence for groundwater and vegetation health beyond the life of the quarry.

In addition, peer-reviewed scientific evidence shows that excavating Yalgorup Plain to extract underlying sedimentary Limestone is not acceptable. The site is an alluvial floodplain; this location is totally unsuitable for quarrying operations. Quarrying will remove the natural beach ridge of dune and limestone deposits altering the biodiversity of the Yalgorup Plain’s vegetation with an indirect impact on surrounding groundwater-dependent vegetation. Threatening surrounding vegetation’s ecological and biodiversity values that act as a buffer to the wetlands.

Excavation and dewatering may alter the groundwater dynamics, which in turn affects groundwater-dependent ecosystems affecting wetlands hydrologically and geomorphically linked Lake Preston to the Leschenault estuary.

Limestone processing involves the onsite use of Crushing and Screening machinery the processing involves machinery and noise (119dB) crushing material into select aggregate sizes and dust is a by-product of that process. The EPA recommends a buffer zone of at least 1000 meters between this type of industry and residential areas for good reasons.

Dust will impact not only residents’ health and quality of life but also impact soil and habitat vegetation health. The currently proposed safeguards can’t eliminate all particulates.

In addition to the above, I believe that the proposal raises a number of sustainability issues relating to the use of basic raw materials which should also be examined by the EPA.

In particular, the proposal is not justified when demand for basic raw materials can be minimized through better planning and development in the region, and these demands can be substantially met through the use of recycled materials. The cumulative impact of the expanding extractive industries in this area has not been assessed.
